Positive Duty requires organisations to take reasonable and proportionate steps to prevent discrimination, sexual harassment and victimisation—not simply respond after they occur.
The Northern Territory Anti-Discrimination Commission engaged Educational Animations to create an animated education resources showing what Positive Duty looks like in practice.
Positive Duty applies across many organisations, settings and protected attributes. The challenge was to explain this broad legal responsibility in a way that felt practical, relatable and relevant to everyday life.
Rather than simply describing the legislation, the resources needed to help organisations recognise discrimination and understand the steps they can take to prevent it.

We developed three animated stories set in different environments:
A school responds to racial discrimination and takes broader steps to create an inclusive culture.
A sporting club reviews its membership forms, policies and practices after a non-binary person is excluded.
A community market works with a wheelchair user to improve access to its facilities and services.
Each scenario begins with a person’s experience of discrimination before shifting the focus to the organisation. The stories show that Positive Duty involves listening, identifying barriers and taking practical action—from reviewing policies and providing training to redesigning physical spaces.
A loose, hand-drawn illustration style helped make the subject approachable while keeping the experiences of the characters at the centre of each story.

The three stories, together with an introduction and call-to-action, translates a complex legal responsibility into clear, practical examples that organisations can recognise and apply.
Together, the animations show that preventing discrimination is an ongoing responsibility—and that thoughtful changes to policies, environments and everyday practices can make organisations safer and more inclusive.
